he wants to be in foster care

My youngest son is telling his ad litem and his worker he is happy to be back in care. He is happy to be going into a foster home and not return home. We get tear filled eyes when he talks about it. They (according to them) received exclamations of happiness.
What is true?
My guess is he is playing both ends against the middle. He has wanted to be back in care for much longer than he has verbalized a desire to return home. He will be fifteen in September. We have been fighting for this son’s care for nearly three years now. If you count all the cartwheels we turned just trying to get him home in the first place,we are well past the three year mark.
That is a lot of time spent fighting for someone who occasionally wants you dead.
The question is,how hard to we continue to fight?
Do we beggar ourselves for a child/adolescent who has no emotional attachment to us? At what point do we throw in the towel?
It has been a lonely fight,this fight for Youngest. We are getting tired.
We will continue to push for him to return home.
We more than likely will not put ourselves in debt to obtain a lawyer to do so.
Is it the right decision?
There is no right decision.
It is the best we can do.
